Read the title closely: this is the handle, not the roller. The brush roller handle (material number 11509641) is a replacement component on the brush assembly of Triflex HX1 cordless vacuums. Miele's data sheet says the handle rotates to remove stubborn soiling.
When to order it
Order it when the handle part of your HX1 brush assembly needs replacing. It will not cure a worn roller, and it will not repair a damaged electrobrush. Those are separate service items.

Miele lists it for the Triflex HX1. Compare reference 11509641 against your existing assembly before taking anything apart.
