It is the housing. It is not a complete electronic control assembly, so the controls from your existing handle must be accounted for.
Repair path
If that means transferring controls or working on wiring, use qualified service. That is work our repair shop does. Match the radio-control configuration to your original handle.
Fit
Miele says it is for appliances with suction control on the handle only. A handle without controls wants a plain one, such as the Miele hose handle with air valve.
